False Advertising?

One morning when I was walking along the road in Shanghai, I saw a manual worker carrying a bag that said, “I speak English, do you?”
Now, it isn’t so much that I want to be cynical, but I think it is quite normal to doubt that this gentleman actually does speak English, and, well, somehow it just struck me as very funny.
What do you think? Is this a case of false advertising?
well, technically not. I mean, the BAG does “speak English” if you will, not necessarily the person carrying the bag!
Good point! Somehow I was very amused when I saw him carrying this bag — enough so that I took his picture while walking on the road behind him! :-p
